Qualitative data are social, environmental, economic, resources oriented, education, political, … data
Quantitative data will concentrate on energy issues : how much energy do you (as a whole on the territory) consume? How much energy from renewable sources do you produce? what is entering in the territory? What is “exported”?
This quantitative data leads to your famous “energy-neutrality rate” while the qualitative data will give you more information on the impact on local development, the potential and the constraints you will meet on the road to energy-neutrality.
