What is evaluation about?
To know how successful your local energy policy is you need to evaluate the impacts it may have on energy saving, energy neutrality and your community’s sustainable development.
Evaluation particularly with respect to local sustainable development is a complex process, as it requires a lot of information and different tools to assess different types of impacts, such as environmental, social, economic and institutional. In order to facilitate improvements and results accounting it, evaluation needs to be performed at different stages, that is when you set up your local energy plan ( ex ante evaluation), while you are implementing your local energy plan (on going evaluation) and when you have completed your local energy plan (ex post evaluation).
